Word is around here that there is a bug where if you set the voltage to 1.35 or higher you get underclocked to 2.5 GHz. Someone hinted at a new BIOS revision coming out in the near future to solve this.

Dear robert68752, Greetings, this is ASRock TSD. Our testing configuration is the same as yours, BIOS P3.30, CPU 1800X. The system could be set up CPU to 4GHz, Fixed mode Vcore set 1.35V. In CPU-Z and H/W info, the CPU frequency keep at 3.99G. Please refer our test result. So we would like to provide some suggestions for verifying: 1. Please add some loading to verify.(ex: prime95) 2. Please load BIOS default and then adjust CPU Voltage to verify. Path: BIOS>OC Tweaker>CPU Frequency and Voltage Change >Manual >CPU Voltage(V) 3. If possible, please install another CPU to verify. Thanks! All the best, ASRock TSD Edited by ASRock_TSD - 03 Nov 2017 at 3:07pm |

I cannot be certain of my response without a screen shot or the like. However, IF you have your windows 'power plan' set to 'Power Saver' that could be the issue. OR if you have a customized power plan that has set the 'minimum/maximum' processor state that could lead to you seeing the 2.4/2.5ghz information.
Also it could be something else entirely, however if you are truly seeing 3.9/4.0 in Task Manager and the MS Windows System Information properties sheet(that displays the "View basic information about your computer"...) then trust your OC is at 3.9/4.0ghz and somehow the monitoring utilities are somehow the issue. If I were you I would try to download the 'portable(zip)' version of these utilities and try running them from a folder on a USB or External drive. But whatever is the case it is not normal behavior to see such a drastic difference unless there is a configuration issue. I am unaware of any sensor that Windows can read accurately but a widely known and used utility could not. |
