According to the G.Skill specs for that ram "Rated XMP frequency & stability depends on MB & CPU capability."
I think that due to additional capacitance you may have to add some wait states to get 4 of those sticks to run at 3000Mhz.
Try something like 15-16-16-36 and see if it works

Hello

I have 4 modules kit:
G.Skill Ripjaws 4 (32GB) 4x8GB 3000MHz CL15-15-15-35-2N (F4-3000C15Q-32GRK)
These ram have passed tests (QVL certificate), and are dedicated for motherboard Z370 Taichi

  • Unfortunately this memory  not working on speed 3000 (MHz), for four modules 4x8GB they work maximum 2700MHz CL15-15-15-35-2N (1.35v)

  • while for two modules 2x8GB, they work without a problem 3000MHz CL15-15-15-35-2N (1.35v) [screen]
I use a cpu Core i7-8700K (delid), not overclocked yet [photo my computer]

I have a question, is it the fault of the motherboard or the RAM memory?
