I found my answer after looking through much older forum posts. The top m.2 only supports PCIe (NVME) chips. The bottom can support the SATA3 m.2s without issue.

I currently have standard 2.5 SSDs but have decided to try moving to m.2 instead. I know the Ultra M.2 supports the NVME M Key, and unless I am mistaken this board will only boot to NVME m.2 drives. With that, my query moves down to the 2nd slot and if it is compatible with the B & M Key m.2s such as the Western Digital Blue 1TB. To be honest I wouldn't mind if the top m.2 would support and boot to this form of m.2 as it is the most common and relatively cheap right now.
