what does that mean and what do i have to look for to see if i can lock it

your issue lies within unlocked pcie frequency u will need to lock it first if your mobo/cpu cannot lock it, than u cant overclock with bclk without loosing bandwith on pcie links

I have a asrock 990fx fatality killer mobo and when i enable manual
overclock i notice that in my radeon settings my current bus settings
says not avaliable when it should say PCI Express 2.0 and when i run the
benchmark in gpuz it stuck at pci express speed 1.1 im lost for words
here. i want to use bclk to overclock but cant with my video card only
running at 1.1 so im stuck using only the muiltipler to overclock as a
work around
