Issues with New MOBO - Specs Included

I recently purchased a brand new ASRock 970a-g3.1. This was to replace my MSI 970a-g43. I am not overclocking anything, and have some basic hardware experience. I have included my specs, as well as what I have performed troubleshooting wise. If someone has any ideas, I have scoured multiple forums and have not been able to find a solution. I am baffled, by the fact that under no situation does the mother board produce a beep, or a series of sound to identify the error, or alert me that there is an error.

PC Specs:

AMD FX8320
PowerColor R9 270
Hyper X - Fury 8GB - 1866
Adata - 2x 8GB Ram - 1600
Rosewill - 650W PSU
Seagate Barracude 2TB HD x 2
Samsung 500gb SSD

There is NO BEEP on motherboard, NO SIGNAL (on Monitor). I have tried various troubleshooting steps, and one thing is there is NO BEEPS coming from the motherboard - no matter what.


Please Note:
When the computer is turned on, all fans are powered on. 
The light on the front LED is visible. 
GPU fan is on as well (requires own power connection)
The monitor works, hooked it up to another PC using the same cable.
Verified there are no bends on the CPU, and made sure that heat sink, etc. is clean.



Already tried:
Tried to bootup the PC with NO RAM. (No Beeps, nothing)
Tried to bootup PC using 1 Ram at a time. (No Beeps, nothing)
Tried to bootup with no HDD or Ram connected. (No Beeps, issue persists)
Removed CMOS battery, powered on PC, then but it back and powered on. (No Beeps, issue persists)
Swapped Graphic Cards to one that was previously working. (No Beeps, nothing)
Disconnected all HDD and tried to boot up using 1 HDD only. (No Beeps, nothing)

Any suggestions would be welcome, as I am currently baffled. As far as I knew, as long as the Motherboard was good and working - it should produce a series of beeps letting you know if it's bad memory or something else. Since this makes no indication I really don't know how to proceed with troubleshooting this further.
