X399 Taichi - Why only 4 PCie slots and a pci2 x1?

I purchased the X399 Taichi because of some features it has, compared to other boards. Only thing lacking, is a 5th PCie 16x slot. The Gigabyte X399 boards all have a 5th PCIe slot, and they are arranged a lot better. So if you use two 16x dual-height graphics cards, it doesnt block that 5th slot. I'm wondering why AsRock and other manufacturers dont add a 5th pcie slot? The 1x slot is completely in the wrong position, and will get blocked by a dual-height graphics card.
