Try posting with just 1 stick of RAM and the CPU installed with nothing else connected to the system. No HDDs, no USB devices (including mouse and keyboard).
It is very possible it could be the PSU.

Hi,
I'm putting together a new build re-using an old casing, PSU and HDDs. The set-up is
Fans turn on, but the system won't POST. Removing the memory gives short beeps, as expected. I've tried replacing the CPU, memory and tried another MB, but all seem to have the same effect. Could this be a PSU issue, or am i doing something else wrong ? Thanks, S.
