B550M-HDV loads bios, can't load windows

   B550M-HDV hit bios, can't load windows
Stuck in a reboot loop. Just out of BIOS.

Brand new B550M-HDV Motherboard
BIOS v3.46
Ryzen 5 5500 (known to work in another machine)
Kingston 512GB SSD (known to work in another machine)
Gskill 8GB DDR4, recognises XMP settings.
Doesn't work without SSD, doesn't work with HyperX fury Ram either.
AMD Radeon RX 580
Gigabyte 750 watt PSu

Can sometimes boot if I fiddle with Auto CPU settings in bios to be manual and turn off auto overclock.

The furthest I've had it go is into the Windows 11 build to just freeze or crash. Not running hot.

More often just gets locked in a reboot sequence. 
Sometimes it will POST and just freeze, the light up keyboard won't light up, won't respond

	Fixed. ASRock B550M-HDV automatically over volts AMD Ryzen 5 5500 by 0.2volts. Changed from 1.35v to 1.15 in BIOS.
