6700k stuck at 800mhz Z170M Extreme4

I'm scratching my head on this one.  New build.  Processor is stuck at 800 Mhz even though multiplier is set to 44.   It's not idle as even with benchmarks it doesn't rise about 800 Mhz and I'm getting crap scores.

On the ASUS ROG boards it should be under CPU Configuration in your manual. You should really post this question on the ASUS ROG boards :)

Are you sure you want to turn off CPU thermal protection?!

Temperatures (25c) are good and I'm running the latest bios. I've also tried disabling all power management features in the bios.  Os power mode is set to max performance.  Any ideas?   Lemon board? Edit:  Okay, I turned off the Thermal Protection and now speeds are good.  Under CPU stress tests the temps are below 50c (H100i V2) so I don't know why I wouldn't be able to enable this.  Any ideas? Removed the CPU cooler and CPU.   Inspected everything and it looks okay.   I was afraid of warping. Reinstalled the cooler with Thermal Grizzly Paste.   Enabling Thermal Protection still doesn't work.

That is a strange problem. You should not need to disable thermal protection.

CPU thermal throttling, that is activated by the CPU, is temporary. The speed of the CPU is throttled until the CPU or core temperature has dropped below the threshold temperature, which is normally 100° C.

Skylake (and other newer Intel platforms) systems have many new things that are monitored, and can cause limits on performance. Very few monitoring programs display these things, but one that does in HWiNFO64. This is what they look like:


 
Many of these parameters won't mean much to some users, nor do they matter much if at all. Some that do matter, that are not normally monitored by many users are:

 IA:VR Thermal Alert and Ring: VR Thermal Alert.

IA refers to the CPU cores, Ring is the CPU cache, VR means the Voltage Regulators.

Your board has a six phase VR design, Ok but not heavy duty. But use an AIO liquid cooler for the CPU, and the heat sink for the voltage regulators gets very little air circulation. One drawback of most AIO liquid coolers.

You might want to run the HWiNFO64 sensor display for a while, during stress testing for example, and see it any of the power limiting parameters change to Yes.

My guess is the CPU VRs overheat during stress testing, and do not cool down quickly, or at all. Or another of these options is put into a locked state. Like I said, see what you get among those parameters while stress testing. Note that there are multiple Thermal events that could trigger who knows what. PROCHOT is the standard CPU thermal throttling register value.

My board's UEFI has an option called Reliability Stress Restrictor. That option, as far as I know, works with the parameters listed in the screen shot. I can disable this option, and it is Disabled by default.

I don't see that option in your board's manual. It may be in your current UEFI version now. That option may not be made available on boards that do not have a heavy duty CPU VR design. My board has a 12 phase design, with two heat sinks. I'm guessing in the case where this option is not available, it is Enabled by the UEFI anyway.

What are you using to monitor CPU temperature?
