The board supports VT-d the CPU on the other hand does not.
See here, if you scroll down to VT-d support you will note that it is unsupported. A bit of searching and it seems only i5 and above support VT-d from the Haswell lineup.

Hi,
How can I enable VT-d on a Asrock Z97 OC formula? My CPU is a Intel Core i3-4170. Now in the bios I read 'VT-d Capability = unsupported' regards, Eric |
