I'm not sure what your looking at manual wise, but in the manual available for download on ASRocks N3050B-ITX page it states

16GB kit(2x8GB) of DDR3 1600 !

As for compatibility of that Team part number you list above, You'll need to contact Team themselves to be certian as it isn't listed in the QVL for the motherboard.

In website asrock n3050b - ITX compatible with ram 1600 ddr3 16gb max . while in the manual asrock n3050b is compatible with DDR3 ram 1033. Now I bought 16gb ddr3 1600 model TEAM TED38G1600C11 - SBK . I can use this ram with asrock n3050b ??????
