Issue with CPU and DRAM LEDs blinking on PSU switch on.

Specifications:

Motherboard: ASRock B650M Pro RS
CPU: AMD Ryzen 5 7600
RAM: 32GB GSkill Flare X 5 (DDR5-6000)
SSD: 1TB Crucial P310
GPU: NVIDIA RTX 3060 (has not been installed onto the mobo yet)
PSU: Corsair RM650e

Steps taken:

I've researched on all possibilities into resolving my issue, none have worked. I doubt it's an issue with my CPU as it looks fine and the pins are not bent, it is seated correctly and the CPU cooler is applied firmly with enough pressure.

The RAM sticks have been interchanged between slot A2 and B2 4 seperate times, each attempt has resulted in the same issue.

The SSD was removed from the M.2 slot, still having the same result.

The CMOS battery was removed for 10 minutes, placed back in; same result.

CPU and RAM reseated, same result.

PSU checked, works absolutely fine.

I do not have any other components to check against, so I'm unable to fully confirm it's the motherboards issue, but I strongly believe it is.

If anyone has any ideas, a reply would be appreciated; thanks!
