I have the H61M-VG4 with i7-2600K, EVGA 1050Ti, Windows 10 Pro, and 2 Dell 2214H monitors.  I'm trying to use the VGA port from the mobo to feed the 2nd monitor, as I use the DVI port on the gfx card to feed the other one (for games).  I cannot get the on-board vga to do anything for the 2nd monitor, even if I disconnect the DVI cable from the 1050Ti.

Any suggestions?   I don't see any video options anywhere (device mgr, nvidia control panel, nothing) to make any changes, and Windows 10 Control panel doesn't "detect" the 2nd monitor..

Thank you.

You will need to enable the iGPU in the UEFI/BIOS. Take a look in your user manual for how to do that with your particular board. The iGPU is disabled by default when you add a discrete GPU but can be enabled.
