I recently purchased an asrock h170 pro4 along with a pentium g4620 and dual channel crucial ballistix LT 8gb ram for a new pc build. I had an old gtx 960 an I am using that. When I boot up my pc nothing happens on the display but the fans turn on. Along with that it turn off about 10 seconds in and turns back on. None of my USB ports are working as well. Very confused and angry.

The G4620 is a Kaby Lake CPU, the board requires BIOS version 7.xx to use it.

Specifically, BIOS 7.20 or higher

To add to the above, the only ways to update to a 7.xx UEFI/BIOS version is to use a Skylake CPU in the board, or get a new BIOS chip from ASRock with the 7.20 UEFI/BIOS version on it.

This situation is a limitation that Intel has not been able to provide a work around for. It's the same for any Intel 100 series chipset boards made by any manufacture. A Kaby Lake processor will not work in those boards without the CPU microcode update included in the 7.xx UEFI/BIOS versions.

So if I grab something cheap like the g4400 and then update the bios would I be able to just swap to two processors and be done with it? Instead of buying a intirely new mobo.

Yes that would work, any compatible CPU with your current BIOS version will do the trick, even the cheapest Skylake Celeron. You could also order a new BIOS chip from ASRock containing the correct BIOS version.
