There is no ONE magical BIOS as every system is different.

One that may work best here could quite possibly be absolutely horrendous there.

The delay you mentioned is the POST time (Power On Self Test), the time from pressing the power button until the ASRock screen is displayed, after that Windows begins to boot. The POST process does basic tests of the hardware on a board, and the hardware connected to a board.

The POST time on any X99 board is longer than the POST time on other boards. The long POST time on X99 boards is normal, it is not a problem. POST time is also affected by the hardware used in the PC. The 1.20 UEFI/BIOS version might be faster to complete POST, but that is caused by the newer UEFI versions performing improved verification of the hardware.

X99 systems are more complex (eight memory slots, quad channel memory, more PCIe slots, more PCIe lanes in the CPU, more complex chipset) than other systems, so the POST process takes longer to complete. The X99 chipset is similar to the chipsets Intel uses on their enterprise/professional Xeon processors systems. Those systems value stability and integrity, so the POST process is more strict. Many X99 users complain about the long POST time, but they don't understand the nature of their mother board.

I see that you are using two different models of memory together in your board. You are lucky that works at all. As an example, all eight of your DIMMs must be checked during the POST process, compared to just two or four on other systems. I'm sure the two different models of memory also causes the POST memory check to be slower to complete.

Your UEFI has the Fast Boot option, which really causes POST to be faster. Since you use Windows 7, you can only the the "Fast" setting and not "Ultra Fast". While those option will cause the PC to start up faster, it still will not be as fast as a simpler board. The more simple a mother board is, the shorter its POST process will be.

It is impossible for us to know which UEFI version will be "better" for any particular PC. You mentioned the 2.10 version, which is the last version before support for Broadwell-E HEDT processors was added. You've changed to version 3.60 (accidentally?) which includes the CPU microcode and IME firmware update for Broadwell-E processors. That will work with your Haswell-E processor too. But did you update the Intel Management Engine driver ver:11.0.4.1186 software, from your board's download page?

We can only guess that the 2.10 version might be the best for your PC. But there is no method of fixing the POST time of an X99 board. How long does it take for POST to complete?
