Yes it is.

Go here to get the OEM/Tray number as that's how most MB manufacturers list them in their CPU Support List
http://www.cpu-world.com/CPUs/K10/AMD-Phenom%20II%20X4%20965%20Black%20Edition%20-%20HDZ965FBK4DGM%20(HDZ965FBGMBOX).html

Quote CPU part numbers
  • HDZ965FBK4DGM is an OEM/tray microprocessor
  • HDZ965FBGMBOX is a boxed microprocessor with fan and heatsink

Then to the MB's CPU Support List

http://www.asrock.com/mb/AMD/980DE3U3S3%20R2.0/?cat=CPU

Quote AM3

Phenom II X4HDZ965FBK4DGM(BE)125WDeneb3400MHz2000MHz512KBx46MBC3All

Too, the x4 965BE functions on all BIOS revisions.

980de3us3 seems a good mb if slightly older then the newer ryzen am4 releases , but on a budget i think its really good and 8core fx compatibillity , ok it wont take the am3+ 9 series but sub £60 its a great bargain , im an asrock fan for 10+ years starting with the 939sata2 board in 2004 -05  , hope the 980de3us3 board works well with the fx 6300 cpu still waiting to fit ...
