AB350M Pro4 - Weird Issue

As the title states I'm having a weird issue with my ASRock AB350M Pro4 motherboard. Whenever I have my graphics card in the top slot (the PCI-E 3.0), I have stability issues with my RAM of all things. For example, when the card is in the bottom slot (PCI-E 2.0), and I set my memory to its default speed (3200), it boots and is completely stable, but if I leave the card in the top slot, it just boot loops 3 times and then goes back into bios setup. This happens no matter what speed I set the RAM to, from 2133 to 3200. The initial RAM in question is Patriot Viper Elite DDR4 3200, but I purchase some Trident Z 3200 and it does the exact same thing. 

Is something wrong with my PCI-E 3.0 slot? Suggestions? 

Specs:

ASRock AB350M Pro4 (BIOS v3.0 AGESA 1.0.0.6a)
Ryzen 7 1700 @ 3.9GHz (1.33750v)
GTX 750 Ti (placeholder for either 1080 Ti or a Vega, just playing the waiting game)
8GB x 2 of either Patriot Viper Elite 3200 or Trident Z 3200
