You said you had this error trying to install the "video card drivers", but you must mean the video driver for the Intel iGPU.

You seem to be using a Kaby Lake processor, just curious which model?

The main problem is since you are using a Kaby Lake processor, which only is supported by Windows 10, the VGA driver installation program is detecting the Kaby Lake processor and your Windows 7 installation, and stopping the installation. That is the reason for the error message you get.

I realize that the Beta ver. 4565 Intel VGA driver is included in the Windows 7 download section, and states it is for Kaby Lake, but apparently something is causing the installation to no longer work for Windows 7. That could be a Windows 7 update that was installed at Intel's request, which has happened in the past for other reasons.

Otherwise, what versions of the INF files and IME software do you have installed? That would be the INF driver ver:10.1.1.38, and the Intel Management Engine driver ver:11.6.0.1126. You should have both of those installed when using a Kaby Lake processor.

Also, do you have the IGPU Multi-Monitor option in the UEFI/BIOS, Chipset Configuration screen enabled? That option must be enabled for both GPUs to work at the same time.
