H110M-ITX not booting

The CPU is installed with the heatsink fan on top. The 24 pin main power cable is attached and I can start the unit and CPU comes on and the LED lights are also on my my case. I did not have the CPU 4 pin connector connected. My power supply only had an 8 pin bit it was marked with "CPU" on it.
I installed the cable and couple of things

1 - The CPU fan would start on high then go on low, but would slightly surge in speed (not much every 2-3 sec).
2 - When this CPU power cable was installed I saw no LED light for the Ethernet. I then Unplugged (after the power was off) and then restarted then I saw the ethernet lights blink (not like it was receiveing data though).
3 - There were no BEEPS when I started the unit in either case and still no Boot.

At a loss still.

Yes you need the CPU to boot motherboard. The heatsink that came with CPU should have an extended base and be touching CPU if you installed it correctly.
Do you have a new power supply and did you connect both the 24 pin and 4 pin PSU cables ?

Thanks for the advice. I tried the HDMI and DIV ports on 2 other monitors and nothing. I also reset the CMOS as well.

The fan on the CPU works fine too. One thing I did notice is the socket on the motherboard is very deep in the middle and I cannot see how the CPU touches the middle portion.

Do you need a CPU to boot the motherboard? I am looking at options to do a process of elimination. Similar to the RAM.

you should try a monitor with a connection different to HDMI.
there are often problems in HDMI compatibility., espacially with TVs

Looking for assistance. I set up a new PC and cannot get the boot screen to load for the motherboard on a brand new start.

I am using an HDMI cable to my tv. I have tried this and also on a monitor and get no signal coming from the HDMI cable.

I am truly at a loss. I have built other PC and never had a startup issue. Also, do not have a CD drive so if I missed something and need a USB start up for the software slap me now! :-)

I have compatible memory and processor:

Kingston HyperX FURY Black 8GB Kit (2x4GB) 2133MHz DDR4 Non-ECC CL14 DIMM Desktop Memory (HX421C14FBK2/8)

Intel BX80677G3930 7th Gen Celeron Desktop Processors
