X58 Supercomputer usb insufficient power

Recently I tried to use an USB Powered 2,5" HDD and it doesn' even spin.
So I tried also an USB Powered scanner and it doesn't work.
Those devices works on other computer, and the HDD works on the motherboard if I give to it external power, so it isn't a compatibility issue.
I tried every USB port, front and integrated rear ones, I tested the power supply and even changed it with a newer and better one, still to no avail.
Considering that I don't want to get an external powered usb hub, what should I do to fix the motherboard?
