Have you tried clearing CMOS, possibly even removing the CMOS battery for a full CMOS clear. If windows had anything to do with it, it may have corrupted entries in the UEFI.
Follow the steps outlined here: http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal Let us know if it makes any difference.

I tried clearing CMOS but still no change. I tried installing the older BIOS but still lag in BIOS while navigating. I don't know what to. One thing left to do is that I gonna buy a new SSD and do fresh clean install of windows then see what happens. [edited by Xaltar to remove caps.
