X370 Taichi No Idle Speed

Ryzen 7 1700 4ghz  Windows 10  No matter what power profile I use, or where I adjust the minimum and maximum processor state under Processor Power Management, in the advanced settings for any profile, the processor never drops to an idle speed. It runs at whatever the max processor speed I have it set to. Overclocked or default speed. What am I missing? Is this a known problem? I tried to include anything relevant here, but I'll assume I left out some info that might be important. If anyone has any insight into this issue, I would appreciate being schooled. Please pardon me if this has been asked and answered in another topic, but I couldn't find it if it was. Thanks in advance.

Do you have the Cool&quiet ON?
Plus, depending and bios version you not may have the "auto" P-state overclocking which may explain why your CPU is on max P-state all the time. From bios version 3.3 and up I didn't have the problem.
