Hi, I have Z390 Phantom Gaming-ITX/ac. When I turn-on PSU three red lights start 'breathing' at the bottom of the board. When I press the power button on the case nothing happens. CPU cooler is silent. No beep, nothing - just those red lights doing the same 'breathing'. I didn't attach GPU for the test run.
I connected the case according to the PANEL1 in manual: [ ] [ ] [POW ] [RES ?²] [POW ?²] [RES ] [PLED-] [HD- ] [PLED+] [HD+ ] Is it a faulty motherboard? It does not have any error codes onboard and does not beep. |

That is where the connectors go. If you still get no activity when you press the power button you can try shorting the pins (where the power button connects) and see if the system powers up. If it still will not power up, check for shorts under your board (it may be shorting on your case or case standoffs). |

I tried to move Reset connector upper, but still the same. Bottom of the motherboard does not touch the case, so probably I'll try to reassemble everything from scratch. But I believe it's a faulty motherboard because it doesn't beep or notify in any other way (all my previous motherboards had alerts for problems with cpu or ram) |

Hi,
I received my new case a few days ago and did another try to start this thing with the same results. I used a new case (it has only PWR and LED connectors) I tried clearing CMOS I tried starting without CPU and RAM I tried to start with CPU only I checked all CPU pins and re-installed CPU I removed CPU cooler backplate I tried to start with only one RAM module But this motherboard only blinks with three red LEDs and nothing else. Even CPU cooler does not spin. Even no beep sounds (I don't have an external speaker attached to this motherboard). Looks like I have to return this motherboard and pick some old good Gigabyte instead. |

Same situation with this mobo and i7-9700k. No post. Only fans are make one turn and nothing else.

After 2 days whit fiddling whit this sh*t MotherBoard and X nr. of Clear CMOS,
I used one of the NR.15 USB port to stick the USB stick whit the latest Bios on, and then I was able to Upgrade the BIOS.! After that, windows 10 pro is on the way in as we speak. |

Would you mind sharing how to do that? I'm having the same issue as OP: i7-9700 Asus Geforce ROG Strix RTX 2070 Corsair Vengeance LPX DDR4-3200 When starting up, the mobo flashes red. Graphics card does nothing. CPU fan spins up and then stops. No display. After a short while, the whole system shuts down and then starts up again. This repeats itself. I'm completely lost on what to do from here. |

Sounds new to me, but might be an undocumented way to upgrade the bios.
Go to the page https://www.asrock.com/MB/Intel/Z390%20Phantom%20Gaming-ITXac/index.asp#BIOS and download the "INSTANT FLASH" of newer version, you might try 4.00 first. Unpack the files and copy them to a USB Stick formatted with FAT32. Then plug the usb stick to one of those Nr. 15 as per manual USB ports and reboot. If it reboots automatically, just let it do this for quite a while, obvioulsy at some point in the reboot processes it possibly triggers an "automatic" attempt to update the bios from a usb stick. |

Is it possible there are problems with i7-9700 in combination with this board? I have exact the same problem. In the beginning it kept resetting the bios, so I had a chance to upgrade the bios. In the end, it wouldn't start up at all anymore.
I've sent this board back for repair to the shop where I bought it. They said they fixed it. Interestingly enough, I could start it up again, used it a day or two. Now, as of today, the exact problem is back and I can't boot it up. It just starts up the fans, shuts down, and restarts... |
