No power to graphics card

X570 Steel Legend Wifi
3900x CPU
Corsair RM750x Power Supply
EVGA 2070 Super Graphics Card

After construction, the graphics card stays unlit and the fans don't run. The diagnostic lights are all off (not quite as informative as my X399 Taichi was).

I just want a place to start my diagnostics:

1) Is there a problem with the graphics card?
2) Is there a problem with the power supply or cable?
3) I posted a question about no cable going to the 4 pin 12V Power Connector (ATX12V2). Is this necessary?
4) Anything else?

I can move the card to another computer.

the 3900x needs all the power it can get .. as well as the 2070. So .. to answer #3 ..yes

An update to my post:

It looks like the steel shield is blocking the graphics card from being seated in the PCIE1 slot. I tried a lesser card and that did not work either. Pulling the cover off and I now have power to my graphic card.

This is not a fix though.

Well, it was my fault. I had used an extra standoff by mistake on the M2_1 post and that raised the cover up a little too much. Now it works, even though the graphics card does not seem to snap down the way they have in the past.

Don't ever have to reinstall the RGB cable from the steel cover to the connector. What a pain to reconnect it.

BTW - the board seems to work fine without the 4 pin 12V Power Connector (ATX12V2).
