Hello Everyone!
I'm at a loss here. I tried almost etherything =/
This PC intended on heavy projects(sql/oracle stuff) with possibility of playing, from time to time. Tried to test everything separatly(exept motherboard) everything worked just perfect(exept r7 first loading time is quite a .... , 5-10 minutes or so). I already knew that this mobo doset work with r7 from start, so I, emm, "borrowed" A8-9600 from work just to update bios. I put everything together... and yes, black screen without any warning sounds or led ligts from mobo. Tried different ports for memory, changed PCE slots for video, HDMI, DP, DVI, nothing happening.
First time I have such issues with PC building. Any suggestions?

Spec of PC:
Processor: A8-9600/RYZEN 7 2700X
Motherboard: ASRock AB350 pro4
Video: Gigabyte RX580/8GGB
Memory: Samsung DDR4 2666Mhz / M393A1K43BB1-CTD6Q 8GGbx2
PSU: Chieftec 1000W GPM-1000C (got it for free, so why not to use it? ^_^)

so it booted with the 2700x .. just really slow?
Have you unplugged the power and discharge any residual power from the mobo (hold power button) and then jumper the clear cmos pins and/or pop out the cmos battery for a few minutes .. and then try to boot with memory in A2/B2 slots?

Do you still have the RX580 installed? .. if so, are you plugging monitor into it or the onboard ports?

No, it didn't. I tested r7 on other mobo, it works fine. Anyway, problem solved: retailer delared mobo DOA and changed it without complains. Then I booted New one on A8-9600, flashed it, and now it works perfectly.
