Z87M Pro4 Boot loop

   Anyone able to assist me i am having issue with this board. 

Once the power disconnected from board from AC outlet, the board unable to power on. To power on again i need to play with the CMOS clear jumoer by plug into pin 2-3 then plug out the CMOS Pin2-3 the board turn off my itself.
then i connect back to CMOS pin1-2. But the board in boot loop, disconnect all the RAM and reinsert also does not work. Even all the card also.

Please help.
