970M Pro3 - No Output

Hey everyone first time poster, but not a first time builder.

Thought I'd jump on the forum to see if anyone had any other suggestions for me to try before I return this board.

I'm pretty sure it's the board, and even not, I plan on ruling it out before trying other components.

Spec

Almost all of my parts are from a previous build except for the motherboard. Bought the new motherboard due to my old one failing ( Swollen Caps )

The memory was purchased < 2 years ago and has undergone MemTest86 cycles within the past 2 weeks and passed.

The CPU and PSU are from around 2009, but haven't given me any issues as far as I am aware.

MOBO: AsRock 970M Pro 3 ( New )
CPU: AMD Athlon II x4 - Black Edition 945* -- *I think 945 ( From old build )
RAM: G.SKILL 10666 8GB (2x4GB) ( From old build )
PSU: CoolerMaster Silent Pro 600W ( From old build, tested with multimeter )

What's Happening

When all set up and plugged in, I get no display, but lights and fans run, fans at first slow, then about 4 seconds in, kick onto max speed, then that's it til I shut it down with a long power button press.

Other scenarios

1. Just CPU - 3 Beeps -- Expected. Imagine this is the Mem Err ( Couldn't find official POST Beep docs )

2. CPU & RAM -- No Beeps :: Didn't expect this, thought there would be a GPU beep, which also leads me to think it's the board.

3. CPU & RAM & GPU - No Beeps, no Display, Fans Start Slow then go to highspeed til I shut it down.

I've tried...

- Resetting CMOS via jumper
- Resetting CMOS via battery removal
- Reseating CPU
- Verified 8Pin CPU Plug is plugged in
- Re-plugging 8Pin CPU Plug
- Re-plugging Main Power Rail
- Reseating GPU
- Different RAM Slots
- Single RAM Slot in A2 or B2
- Different 10666 Ram Altogether (4GB - 2x2GB Sticks )
- Testing on cardboard and in case

Closing

So I'm kind of at a loss of what my next steps should be, as stated earlier I think I'm going to return the board and hope for the best on the next one. If it's a no go, then PSU, RAM, CPU in that order, I just have a hard time thinking it's any of those components after using them less than 2 weeks ago unless the dying motherboard somehow caused damage to them.

I wouldn't expect the CPU to report POST Codes if it were fried, and I wouldn't expect clean multimeter tests on the PSU, but they weren't under load so I suppose it could be the power supply.

What would you do?

What is the GPU? Bare in mind some older GPUs are not compatible with newer boards.
I have noticed a lot of Nvidia workstation cards (Quadro) in particular are very
fussy with PCIe generation. I would try a different GPU before returning the board
if at all possible. You can also try testing with another PSU, your current one is
over 10 years old and may not be holding it's voltage under load. It's fairly
common for PSUs to fail in this way, they check out fine with a multimeter without
proper load applied but the voltage droops significantly when connected to an
actual system.

Aside from that, you seem to have covered all the other troubleshooting steps I
would typically try.

It's an older Radeon HD 5450 and I have a new Radeon RX560 GPU Coming was jus trying to get everything running and then upgrade.

I'm also under the suspicion that it is the PSU failing under an actual load so I'll go pickup a new PSU. Probably for the best anyway given it's age.

Darn, new PSU Gives same outcome. Hopefully GPU tomorrow solves it, if not I'll assume Mobo needs replaced.

Ugh, tried an RX580 with same results. Gonna just return the board for a new one at this point. Have no reason to think it's anything else as far as I can tell.

Ouch, sorry to hear that. The CPU seems to be the last component you have not
replaced. Lets hope the CPU didn't die with the old board and a new board
resolves your issue. At least you should be able to return the board so it won't
cost you anything to try.

Well, in case I'm really unlucky I went ahead and ordered a used FX 4100 FD100WMW4KGU to try as well!

Though I guess if I'm really unlucky the next board will give me issues too, but lets hope not.

So now I'm really at a loss...

New Motherboard Arrived

Same situation as old board.

Tried new CPU, which I am assuming is DOA, it won't even run the NORAM Post Code 3 Beep, so maybe I should try ANOTHER CPU? BUt my old cpu does run the POST codes. Tried both the older Radeon FX 5450 and new GTX 1050TI, neither would give output and no more POST Codes

New(DeadCPU) always no post codes no matter what
OldCPU gives post with NORAM ( 3 beep ) but no other configuration garnishes a response.

I have tried both DVI and HDMI outs as well.

Aside from scrapping this whole build, I have no idea what else to try.

Is this board just awful? I know I have seen a lot of posts on it, sadly I saw them after I ordered everything, and now it looks like I need to package everything back up and send it back.

I appreciate any insight at all, or suggestions, if you think I should just scrap this build or not?

For anyone curious, sending it all back.

I'll get a different older board for these older pieces, and just doing a straight new Ryzen 5 build instead, I think this motherboard is going to be a headache from what I have read and experienced.
