I've dismantled the CPU & Heat Sink and reassembled.
Didn't see anything. I'll retry this again but to be honest I'm losing the will to live. I've never had problems like this on barebones assemblies before.

Don't lose heart, you will either resolve the issue or find where the fault lies and RMA the guilty culprit. I think most techs have had at least one build that just will not come together, myself included. I know exactly how frustrating it can be. Ultimately though you will always win in the end
Take your time, go over all the connections, make sure there is no debris on the CPU contacts or socket pins and install every component with care. I find it all to easy to slip into a negative mindset and end up rushing and being overly forceful. Take a breath and just keep calm and you will work it out
