Z170M Pro4S - RAM Issue

Just bought this board w/CPU, RAM and cooler.

Installed everything, and board would power, but no video.  After checking everything, I pulled the CPU out and re-seated it with the cooler.

Once that was done, I can have a stick of RAM in either slot A1 or A2, and the board will post.  If I add the companion DIMM to slot B1 or B2 (depending), I get the same result as before.  Power on but no video, and apparently no POST.  

Have the same issue with the iGPU or the Nvidia GPU

Unfortunately I don't have a speaker attached, so if beep codes are coming, I'm cannot hear them.

I have tried both DIMMs by themselves, and the board will POST with one or the other in A1 or B1.

I did flash the BIOS to v2.80 which is the latest, but no luck.

Has anyone seen something like this?  

Specs:

- ASRock Z170M Pro4S
- 2 x 8GB Crucial Ballistix Sport 2400 (BLS8G4D240FSB.16FBD- noticed that memory support list shows same part number but with .16FAD at the end)
- I5-6600K
- Hyper Tx3 cooler
- MSI GTX960 GPU

The model number in your post does not match anything in an Internet search. But Crucial Ballistic Sport memory (LT or not?) is close. 2 x 8GB in a kit of two DIMMs, is that right? But could be memory tuned for an X99 system, so check that model number again and post it. Skylake systems have some different memory related voltage settings.

8GB DIMMs like this are Double Sided (DS), and should be used in the A1 and B1 slots.

No speaker = no beep codes. That option must be enabled in the UEFI if you get a speaker.

What speed is the memory set to in the UEFI? Should default to 2133 on Auto settings. Did you check the DRAM voltage? The VCCIO and VCCSA voltages are important too.

I'd suggest clearing, not simply resetting, the BIOS and retry in slots A1-B1. Make no changes in the BIOS after clearing it and post back your results of this initial troubleshooting step please.

RAM on Auto defaults to 2400 (XMP profile, only one)

VCCSA voltage is at 1.05, and DRAM voltage is at 1.20

The VCCIO voltage I cannot find in the UEFI

Cleared CMOS again, and same issue.

CMOS cleared.

Booted from stick in A1 fine.  Add stick to B1, no go.

A2/B2 combination reacts the same.

Found the active voltages for the single stick:  VCCIO 1.064  VCCSA 0.960

Seeings you have two random sticks vs a 16GB(2x8GB) Kit ............

Download and install CPU-z.

Fire up two instances of CPU-z and put up here screenies of the tabs SPD and Memory, for each stick.

No..it is a 16GB 2x8 kit

Windows is not installed yet. I'm debating on returning the mobo, as nothing appears to make a difference.

Just for sh*ts, i put the sticks in A2/B1 (i know, not the right config) and it did post. However, the B1 stick was not seen. Both of these sticks work fine by themselves in either A1 or A2.

One other thing....if i have only one stick in and go to power off the machine, it powers off immediately If I have both sticks in, I have to hold the power button in for 6 seconds before it powers off.

Again just for sh*ts, show us those CPU-z screenies if you would.

Also, when you pulled the CPU did you carefully inspect for any wayward socket contacts?
