Have you set your Proc to manual and tried to set it to 48 - 60 ohms (48 seems the sweet spot for 3200 MHz for my memory)
Try setting the proc to 48 and reboot till it holds then save it reboot and if it holds set mem to 3200
Some of the proc settings seem unstable but 48 and 60 are solid for me .

I had good experience with agesa 1.0.0.6a on an Asrock X370 Professional Gaming. Best bios released by far

On my Asrock X370 Professional Gaming + 1700X + 4x8gb (32gb) Gskill Ripjaws 4 CL15 2666mhz (double side / samsung chips)

Version 2.30 :
That's the one i installed directly when buying the motherboard and that i used till yesterday
- 1700X @ 3.7ghz with 1.2v through pstates (could be less voltage but it's just for security). Tried 3.8ghz (don't want to raise the voltage higher than 1.3v no matter the frequency) but even at 1.3v it would crash
- 4x8gb (32gb) Gskill Ripjaws 4 2666mhz CL15 that luckily enough i could set directly to their native frequency and latency,i didn't have problem with that luckily (didn't have all the problem mentionned about ram that could reach their frequency or not higher than 2400mhz) but i couldn't overclock them just 1mhz without having reboot loops and crashes

Version 2.40 :
- Overlock via pstates wouldn't apply, under windows my cpu was at 2200mhz even under load
- 4x8gb (32gb) Gskill Ripjaws 4 2666mhz CL15 that wouldn't go high than their native 2666mhz (loop boot and crash)
So i went back to 2.30

Version 3.00 :
- Overclock via pstates now save again but i could reach 3.8ghz at 1.28v on first try (was crashing even at 1.3v on previous bios)
- 4x8gb (32gb) Gskill Ripjaws 4 2666mhz CL15 that wouldn't go high than their native 2666mhz now overclocked at 2933mhz with only 1.25v and 16-16-16-36 (first try) no mroe boot loops or crash. Didn't try higher but i'm not sure it's worth to raise voltage to 1.35v to reach 3200mhz. I disabled geardown and force CR2 (cr1 = boot loop but that's ok as cr2 is the original specification of my ram)

Hope it's of any help for someone

proc ODT? SOC voltage? I had no problem with the Hynix Corsair LPX I had at 2933 and no issue with my Gskill FlareX at 3200. These two settings seem to me to be key.

Skiller SLI x370 (old rev) BIOS bugs I have seen so far:  (Feel free to move this to a different topic for tracking)

- Boot menu has excessively long boot list.  I have seen 27 entries with mostly repeated entry for "UEFI: Built-in EFI Shell" in my system.  In 1.0.0.6, this list get pruned if I disable the individual entries or sometimes it clears itself.  At least it doesn't get slowed down entering the Boot menu like in 1.0.6 because of the long list.

- In OC Tweaker, when I make changes to setting and decided to clear it by using "Load User Default" results in freezing up requiring a reset.  The only time that this doesn't happen if I clear it to BIOS default first.  This bug remains unchanged from 1.0.0.6.  May be the BIOS code should clear to default first before applying the user default?

testing p3.10 for about a week. coming from p2.50.

this is for a x370 killer sli/ac.

in 2.50 i was 100% stable @ 2933mhz for ram. Ram is sk hynix based gskill tridentz rgb cas16.

p3.10 did absolutelly nothing for me so far.

I can boot @ 3200mhz on both 2.50 and 3.10. but it is not stable at all. just playing overwatch for about 5 minutes will crash the system.

for now i'm just happy with 2933, but would be lovely if i could actually use the memory at full capacity.

one can only hope.........
