If you make it to the Windows "loading' screen IMHO that implies POST has finished, leading me to believe this could be maybe a one off flaky install

Are your BIOSes up to date?  The latest is 2.00.

Bama, where these parts bought at the same time? Swapping out the mem in those two would be what I'd be doing too. If swapping corrects this, fire up the offending sticks and using Thaiphoon Burner look to see that the offending sticks are the same IC's.

	thanks wardog. I ended up having 9 motherboards (out of 50) that would fail to reboot. This effectively ruled out hardware issues because no company could possibly have such an abysmal failure rate without a recall. Our shipment was a mix of 1.10 and 1.20 BIOS. 1.20, oddly enough, was the version that would hang on restart. Updating BIOS to 2.00 fixed the restart problem. hopefully that helps anyone else with that experience.
