Fatal1ty B450 Gaming K4 nvme unable to boot

I have been at this for a week, installed windows ~20 times.

I have Samsung 951 256GB nvme drive that works fine in asrock Z170 pro4, now I bought B450 K4 board, installed drive, go into bios - drive detected under Advanced - storage.

I created USB install media from microsoft, boot with it (UEFI mode), setup starts, finds the drive, installs on it - I thought wow, that was a breeze, 7 minutes and I am done!
But no - pc reboots and does not create Windows boot manager in UEFI.

Bios settings I have tried (each time installing windows):
1) Secure boot enabled
2) Secure boot enabled + keys cleared
3) Secure boot disabled
4) CSM disabled
5) CSM enabled
6) CSM enabled + PXE OpROM UEFI & Storage OpROM UEFI
7) Installed ubuntu
8) various combination of these options
9) installing on samsung NVME970 (I borrowed it - same results)
10) installing on bios 1.4 and bios 1.8

Please help. Please at least post exact settings in bios I have to change (after resetting to defaults) to install nvme.
