X870 Steel legend WiFi cold boot issue

X807 Steel legend WiFi, 9700x, GSkill F5-6000J3038F16GX2-TZ5NR(not on asrock qvl but on gskils). No Issues for 7 months. It was on bios 3.26 and I've tried 3.30. It gets stuck on the green light and after several tries of powering it on and off it will boot up and work fine. This always happen on a cold boot. Once its booted up you can reboot it with no issues. You can also go into he bios and make changes. Flashing the bios also works.

I've also ran Cinebench and 3d mark and had no issues.

I have tried unplugging all cables, removing the video card, reseating the ram and a different power supply.

The only thing that seems broken besides the boot issue is windows sleep mode. A few times it woke up but when put back to sleep it doesn't. The other times it just won't wake up. It has a solid cpu led and a flashing ram led when this happens.

Does this seem like a bad cpu?

When the light is stuck on solid green, try the other display outputs you have
available. See if any of them are outputting a display.

As for sleep issues, that is likely unrelated to your cold boot issue. Windows
and sleep issues are common and typically caused by windows issues rather than
hardware.
