B450 Pro4, mouse delay

Symptom: Mouse inputs seem delayed in bios/desktop/games. For example, the mouse feels like it is being supplied only 80% power instead of 100% therefore there is delay.

Specifications:
CPU: AMD Ryzen 5 1600 Six-Core Processor, 3200 Mhz, 6 Core(s), 12 Logical Processor(s)
GPU: RX 580 Sapphire Pulse, 8 Gb
RAM: Patriot Viper Elite DDR4 8GB KIT (2X4GB) 2800MHZ CL16-16-16-36 RED
PSU: Corsair TXM Series, 550 W
CASE: NZXT S340, Black
STORAGE: Crucial MX500, 500 Gb
MOUSE: Logitech G402, 1000 Hz, 400 Dpi
MONITOR: XG2402, 144 Hz
BIOS: P3.10
fTPM module: enabled
XMP: profile 1
CSM: disabled
Secure boot: enabled
Drivers: Chipset, LAN, GPU, Audio, up to date to most recent release
Windows: UEFI, 1809, up to date.

It is a fresh installation of windows containing two games and discord, steam, LGHub for mouse.

If this is bios related, do I need to enable any option that is not present by default?
