Black Screen, Boot Order, and BIOS

NOTE - I haven't built a PC in years. I will probably ask a stupid question or overlooks something totally obvious so please forgive me. With that depreciating statement:

The Basics:

ASRocks Xtreme4
CPU- Intel i7 - 5960X
GPU - MSI Radeon RX 570 DirectX 12 RX 570 ARMOR 4G OCV1 4GB 256-Bit
850W Ultra X3 Power Supply
RAM - Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz
OS - Win 10 64bit

The Problem:

I am attempting to install Windows 10 from a bootable USB drive. It is made by Microsoft's Media Creator, the official kind so that shouldn't be a problem. The HDD is a 2TB Black WD and is fairly new, but wiped clean so it can be installed with a fresh copy of Win 10.

The issue is the computer is only giving me a black screen upon start up on both the DVI and HDMI outputs of the card and there is no BIOS/POST menu displayed. I would think that the BIOS would kick on if there was no drive to be found. I've tried having the USB stick plugged into all the onboard USB ports with no success. I also tried my OLD GTX 285 card in the PCI 1 slot and also no go. Spamming F2/DEL also do not bring anything up and I don't have an old PS/2 keyboard to ensure it is getting the input before BIOS completes.

I'm sure I'm missing something obvious and any help would be appreciated. Thanks in advance!

Is your cpu a 5960X(R2)?

Sorry for the delay in response! Adulting is hard with 2 jobs.

So which processor I have,

Core i7-5960X Haswell 8-Core 3.0GHz LGA 2011. I don't honestly know if it is an R2 or not, but I have used it on this same board in a previous tower.

As for the specific board model is the X99 Extreme 4:

Also, since my last post I have tried the following steps:

1. Have a monitor hooked up via HDMI and DVI (not at the same time) but no video signal displayed
2. Tried one stick of RAM (Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz) in each of the 8 slots individually
3. Used my OLD GTX 285 Card in the #1 PCI slot with the same results of no video signal via HDMI/DVI.
4. I dug out my old 4-pin MB speaker and on startup, no beep would emit. I couldn't find a "beep code" manual on the support page or in the manual for the board, but a cursory google search seems to mean it is either bad RAM or bad CPU.

Quick follow up - After going over the pins on the MB and the CPU I can't find anything bent or damaged. No ArcticSilver is overflowing , offset mounts are firm and the MB is not touching the casing. I may breadboard it later tonight to see if that changes anything but I don't have my hopes up.

Yes you should have breadboarded it. Are you sure you have the power Button connected to proper pins ? At the minimum (if board and cpu are good) then the CPU fan should spin up, does it ?
