B450M-HDV and RX 560 not working together

I've build a computer using teh B450M-HDV as the MOBO, installed a RX 560 4GB that does not require additional power (no pin port on GPU) and the computer will not boot. Never gets to POST and I get 5 beeps on the internal speaker

I put in an old video card and the computer booted right up without problems.

The RX 560 works in another computer though.

Any suggestions to get the card working on this motherboard?

Forgot to mention that the computer uses 2 sticks of 8 GB ram (16 total) and a Thermaltake 650 Watt power supply.

Tracked the problem down to memory, but it makes no sense.

If I install two sticks of ram, along with the RX 560, the motherboard won't POST. However, it does POST with the (very) old video card. If I use a single stick of ram in any slot, with the RX 560, the computer will boot into OS


I tested each stick of ram in each of the slots and the computer would POST with the RX 560, if I put both sticks in with the RX 560 the computer will not even POST.

Running the machine now with the RX 560 and 1 stick of 8 GB ram.

Ram is the CMK32GX4M4A2666C16, which is on the approved list for memory

using the Ryzen 3 1200 and a M.2 250GB drive.

I hope you are on the Bios 1.50 or 1.40

Doesn't a CMOS Clear or loading defaults help?
(Notice all your Bios settings before, maybe with F12 screenshots in the Bios to a USB stick or manually)
