taichi x470 BIOS 3.50 USB regression?

After installing the 3.50 BIOS update I immediately experience severe USB problems:

On ports USB5, USB6, USB32_TA_1, and USB3_9_10 devices connected through a hub experience a reset every few seconds. Details:
- This is observed in both Linux and Windows.
- This was observed using the hub built into my Dell U3417W, a Plugable 2.0 4-port hub, and a cascade of the 2.
- Devices work correctly when plugged directly into the USB ports (ie no hubs). Confirmed under linux, but not Windows.
- This worked correctly BIOS 3.46, so this seems to be a regression.
- USB1-4 still work correctly. Other mobo and USB-C port not tested.
- CPU is a 3900x.

Additionally the IOMMU groups got "worse". Both my video cards are now in the same group.
