How can I enable IDE on a X399 Gaming board/Bios. Need to degrade firmware on an optical drive. I need IDE access to the drive.

You mean IDE = PATA (parallel ATA), the standard from the last century?
Do you have such connectors on your board?

Nope!

You have to use an USB to IDE or SATA to IDE adaptor
