X470 booting problem

I had taken my old 700w psu out to test my brothers computer and when I put it back in mine I got no response besides red leds flashing twice every 3 seconds underneath the taichi gear logo. I thought it was a mobo problem so I went and bought a different one(msi b450) and had the same problem so I put the x470 back in and upgraded the psu the and 850w. At that point the rgbs on the mobo lit up but still no POST and it doesn't even attempt to boot. People I game with have been trying to help me troubleshoot and I've done everything we can think of : 1 ram with and without gpu (tried ram in each slot both ways), no ram no gpu, tried all of those with and without sata cables and case fans, reset bios by removing the 2032 battery for 30 mins and replacing with new one, cleared cmos, bypassed power switch with jumper and tried to bench test. I'm sure there was more we tried but all of that had no change at all just rgbs light up and no attempt to boot. I completely rebuilt the pc at least 15 times and I've pretty much given up if anyone had a similar problem please let me know how you fixed it.
