external USB hard drive lights but no boot

   I have a 970 Extreme3 motherboard.
Recently it has become really flaky to boot.
The light on my external USB3 hard drive ALWAYS turns on but the computer doesn't turn on.
That motherboard is about 3 years old but motherboards should last longer than that in my opinion.
Any ideas of what to try?
