ASRock X470 Fatal1ty gaming K4 possibly faulty?

so this weekend i bought the ASRock X470 FATAL1TY gaming K4 and im pretty sure its faulty but im not sure im new to ASRock products. the reason im thinking its faulty is becasue i bought it open box from microcenter, i can return it for full price if its faulty but i just wanna make sure its not something fixable before i go to return it.

PC Specs:
Processor: AMD Ryzen 7 1700x
GPU: AMD asus strix RX480
MOBO: ASRock X470 FATAL1TY gaming K4
SSD and HDD: Samsung 970 evo m.2 and 1tb wd blue hard drive
PSU: CX750W corsair
RAM: 2x8GB Corsair Vengeance 3000mhz

The issue:
So, when i put my pc into sleep mode or shut it down itll go into those states perfectly fine for like 5 minutes but after that it everything that has an LED in my pc starts flashing (rgb fans, gpu lights, motherboard lights, keyboard, mouse, and the mute button on my blue yeti flashes) it flashes in a pattern almost just not consistent, itll flash 5-10 times the stop for about 5 seconds and then flash again. when it is flashing the pc doesnt take any inputs from anything not even the power button. but when its in the 5 seconds where it isnt flashing only the power button works and itll boot up like it has just been turned on from being shut down. also a smaller issue is that im pretty sure my ram is supported but when i try to use the profile for my ram to run at 3000mhz it tries to boot but then fails like 3 times and then goes back to running at 2133 and then its able to boot. if i could get some help with this it would be awesome if not im probably just returning it.
