Z370 extreme4 issues with pcie-2 slot

Hello i have problem with pice-2 slot it wont run my video card at x16 it only runs x2, right now i am using pcie-4 slot coz it runs my card to x8 any suggestions what should i do to get my card to x16?
My specs
I7-8700K
16GB 3200Mhz Ram
Gtx 1080 Ti

Regarding your question about x16 slot only runs x2, please try the suggestions below:
1. Please clear CMOS and try. To clear CMOS, please refer to page.8,9,20 in the following link:
   http://asrock.pc.cdn.bitgravity.com/Manual/Z370%20Extreme4.pdf
2. Kindly install the newest graphics card driver and try.
3. If possible, please try with a different CPU.
4. Kindly try by updating the BIOS to 3.10.

If it still will not work, the slot might need to be checked, kindly contact your motherboard distributor for further assistance.
