Ethernet device "cannot start" on Z390M-ITX/ac |

I have the Z390M-ITX/ac motherboard with 2 Intel Ethernet connections, the I219-V and the I211. If I plug my Ethernet cable into the I219-V, nothing happens, and its status in Device Manager shows as "cannot start." I have tried uninstalling devices and drivers and reinstalling without success.
1. Does this mean that the I219-V Ethernet port is dead? (I don't see any BIOS setting that's disabling it.) 2. Instead I'm using the I211, which explicitly says "gigabyte" in Device Manager. Is this the better one to be using anyway? Or is this just the "secondary" connection intended for pairing? Thank you! -Doug in Seattle |

Is the light next to the connection blinking, should show 2 colors?

No lights at all, and Device Manager lists it as "cannot start." I think it's dead. :-(
