New AMD hardware, constant reboot loop

New motherboard, processor, ram, b450m pro 4 motherboard, all set up correctly but for some reason it goes in a constant reboot loop every 20 seconds, doesn't even connect to the monitor, and the back panel usb port and front panel usb ports don't connect properly , they will disconnect after a second. Please can I get some advice. Already rebuilt it all, took our the CMOS battery, and triple checked all the wires.

we really need further info mate
what cpu ?
what brand AND MODEL of ram
what graphics card
what bios version(this is indicated by a sticker on the bios chip on the board ) latest shipped bios seems to be version 3.9 (but i know some are still coming from amazon with 3.8)


all this info is required before we can try to help
(on the upside my wife has the same board so i know it quite well0
