PMU Memory Training error

I bought paired dual-channel memory, but my ASRock B450M Pro/4 will only read one DIMM at a time. Either memory chip works fine alone, but when installed in a dual channel configuration (slots A2 and B2), I get the "PMU Memory Training error" warning. It still allows me to boot, but Windows only sees one of the DIMMs.

I've tried with two different paired memory sets. One of those pairs is on the AMD known compat list. Same error with both. (Both memory chips work fine in my other Intel i7 PC.)

I've tried using EUFI auto defaults, and with loading XMP profiles. Same error with both approaches.

Any other suggestions on what I should try?

Additional details:
Ryzen 5 3600
G.Skill F4-2400C16D 16 GB (8gbx2) (On AMD Compat list)
OLOy MD4U163216BEDA 32gb (16gb x 2) (not on AMD Compat list)
Corsair M.2 drive

In case it wasn't clear... I first tried with the OLOy 32GB memory set. When that gave me the PMU Training error, I switched to the 16gb Corsair memory, which is on the AMD compat list. But it gave the same error.

Any single chip works fine. No errors. Error only appears when running dual-channel.

Have you reset BIOS to defaults? .. have you tried updating to latest BIOS?

Does the OLOy kit run in dual channel with XMP disabled (2133 or 2400)?
16GB sticks are very likely dual-rank, it's a bit harder for the memory controller to run at higher frequencies.

I rest the BIOS to defaults, but no difference. I attempted to clear the CMOS, but not sure if that worked. I didn't see any messages confirming it had cleared, so I should probably try that again.

Motherboard arrived running the latest BIOS already. 3.90

Both with XMP and without, it appears the mobo is trying to run the RAM at 2133.

I have tested 4 different RAM kits, 2 different CPU's and I still have this same issue on my ASrock x470 K4. Did you reach any conclusion or get any response from ASrock about this?
