I have not updated the Bios more than likely is that an issue?

I've just built this pc in end of May/ Early June I see a issue with several things now.
*First updating Device drivers and/or windows update that require restarts cause the Asrock logo and circles spinning for well over normal boot times. Boot times were several seconds now sadly not anymore. *Second any restart now causes boot times to be well over normal boot time. *Third audio and mouse issues when it does boot up after system restoring audio is like static for several hours and mouse doesn't function properly. The parts for my pc are down below any help would be amazing.
