I haven't built a PC in about a decade now, but at this point I've read through everything I can think of and run through enough familiar troubleshooting that I think it's time to ask for some help. Specs listed below.

Currently running with a single 16g stick of ram in slot A2. RAM has been reseated, 24pin power and 8 pin CPU power have been reseated.

I'm using a DarkFlash DLM22 which doesn't have a speaker, so for the moment I don't know if I get a POST beep.

It will power up and the RGB on the AIO starts its animation (connected directly to the ARGB header on the motherboard, no controller), the USB keyboard will (eventually) light up and numlock/caps lock will turn on/off when I press them (at least according to the indicator lights).

The Post Status Checker lights will briefly light up for CPU and DRAM, then turn off and BOOT and VGA lights will flash, then stay on for some seconds, while the Display Port output 1 on the graphics card wakes up and I get a blinking cursor in the upper left of the screen which blinks about a half dozen times before the signal drops out, and then the BOOT and VGA PSC lights turn off... and then nothing.

Pressing F2 or DEL to try and enter UEFI has no discernible effect.

If I clear CMOS, the PSC lights for CPU and DRAM will stay lit for longer on the next startup, and the lights on my keyboard (a basic Dell USB board from over 10 years ago) will take longer to "wake up". After that it's all the same as above.

QVL from AsRock.. my rams are CAS14 where all the official listed from G.Skill are CAS16... pcpartpicker lists this RAM as compatible tho, for whatever that's worth.

Specs:

EVGA Supernova 550

AsRock B550m Pro4

Ryzen 3900X

CoolerMaster ML240 RGB

G.SKILL TridentZ Series 32GB (2 x 16GB) (F4-3200C14D-32GTZ)

PNY Quadro NVS 295 (cheap basic card)

Thanks for the suggestion, but in this case the GPU doesn't take any additional power. This system is a linux server and I've only got the GPU installed for practical purposes installing and configuring the build.

I just finished switching out the RAM for a stick that is specifically Ryzen compatible and matches the specs listed in the QVL... but still no joy.

Honestly at this point I'm just going to ditch AsRock systems completely. It's been a while since I've built a computer, but I'm not at all new to building AMD systems and this just feels like a QA issue that I'd rather not have to deal with.

It sounds like your Quadro card is a bit dated. By your description it appears the
system is POSTing but the display isn't getting the correct signal. The NVS 295 is
a PCIe Gen 1 device. Before you write off your board I would try with another, more
modern GPU. I know my old 9500 GT (same era) tester GPU works on even my X570 boards
but that is a PCIe Gen 2 device even though it shares the same basic architecture
as the NVS 295. The 295 is also a workstation card that has workstation specific
features that a mainstream board may not like.

GPU compatibility across PCIe generations isn't guaranteed, we often see older GPUs
simply not work on newer boards and newer ones not working on older systems.

Ah, ok that's super helpful information and lines up with the observed behavior of the system. I wasn't aware of the PCIe compatibility, and at one point I was troubleshooting my monitor (ultrawide) for potential compatibility issues so intuitively this feels promising.

I'll give this a shot and report back.
