Hello,
I just have bought new PC Yesterday and there is huge problem.
After putting disc for any sata (SSD od HDD) computer is restarting all the time (cannot get to bios).
If I try to power on computer witout discs (VGA on motherboard, there is the same problem if I use GTX 970), there is no problem and I can open bios - processor is visable, rams too, DVD (sata!) too..

I do not have any ideas - discs are working on the other PC.

Intel i7 6700k
AsRock Z170 Extreme 4
DDR4 G.Skill RipjawsV CL 16 3200Mhz - 2x4GB
Thermaltake 630W Smart SE Modular
SSD Plextor M6S 128GB
GTX 970 Gigabyte Gaming G1

Check all your power connections, make sure you don't have any damaged cables (SATA) and make sure when you install the GPU that it is seated properly in the slot. From what you describe it sounds like a power issue.

If you connect an SSD without the GPU installed does it cause the same issue?

Yup, but on the old PC SSD is working perfect.

While you wait on another PSU you can try clearing CMOS with your SSD and GPU installed and see if anything changes. 

Is the PSU you are using new or inherited from an old build?

New PSU - Thermaltake is damaged.
I have changed for old XFX 450W and it is ok.
