ASRock E3C226D2I Mini ITX Unknown Issue

Hello ASRock Family - coming to you today as a last resort for help as I've reached my troubleshooting wits end...

Situation:
    -Turned off machine on Sunday (9/29) for a reboot of my system and have been unable to get the machine to work correctly since then
    -System powers on fine, all lights on MB are green, fans running, etc
    -Unable to view BIOS/get any response from VGA connection to monitor
    -Unable to get network connection to appear locally or through IPMI however all network lights are green showing data transfer


So basically it seems like the MB is working but it's not booting the OS (unraid) and not showing up on my local network to allow me to IPMI and it's also not showing up on the monitoring using the onboard VGA...

Hardware:

    MB: ASRock E3C226D2I
    CPU: Intel Xeon E3-1240V3 Haswell 3.4 GHz
    RAM: Crucial 16GB (2 x 8GB) 240-Pin DDR3 SDRAM ECC Unbuffered DDR3L 1600

Software:

    OS: Unraid
    Bios: P1.70-15C
    BMC: 00_12_00
    I don't believe I've ever updated the BIOS or BMC and got those #s from the stickers on the MB itself

Troubleshooting Thus Far:

    -Cycled all cables (unplug/replug) to ensure connectivity
    -Removed all other connects (HDDs/SSDs), restarted still nothing, reconnected them all, still nothing
    -CMOS reset (removed for 5min then put battery back in)
    -Tried multiple network cables and other cables all working fine on other machines
    -Removed RAM, tried, placed 1 stick in, tried, put both back in, tried


Please let me know if you need any other details and I will promptly provide them!

Pretty much down to try anything at this point
