So did you click on the blue question mark? A small render test should have popped up to put some load on the card.

It just goes over to 8.3.0

I'm aware that my card is capable of x16.

Do you think something is defective? Could it be my motherboard or my GPU? I don't really have another card or board to test it with.

It does show that the bus interface is capable of at most PCIe x16 version 3.0, and currently running at x8 version 3.0. Your video card is probably a PCIe 3.0 card. If you hover your mouse cursor over the blue question mark to the right of the Bus Interface window, you should see something like "Launches a test to put some load on the card to verify PCI-Express slot configuration." Press the question mark and see what happens.

it's possible .. either throw a different GPU onto your motherboard, or throw your GPU in another setup if you can and then see if it's showing up correctly..

The wonderful world of troubleshooting
